The Northern Territory Government is delivering new marine facilities for residents and visitors to Mandorah, Belyuen and the Cox Peninsula.
The new facilities located at Mandorah will be compliant with the Disability Discrimination Act to improve safety and access for ferry users and people with disability to get on and off the ferry.
The project includes a more calm harbour berthing facility that can safely accommodate ferry vessels that operate between Darwin, Mandorah and the Tiwi Islands, as well as future expansion.
The project will include:
- two breakwater structures to provide protection from sea swells and wave action
- access improvements for people with disability and people who need mobility assistance, including wheelchairs and prams
- modifications to the car park layout to add car/trailer parking and additional bays for people with disability
- upgrade existing building to provide shade and toilet facilities for ferry passengers
- new boat ramp.
An existing building near the new marine facilities is being renovated and repurposed to provide shade and toilet facilities for ferry users.
A new fishing platform is anticipated to be constructed to improve land based fishing facilities in the second stage of the project.
The initial concept for the Mandorah Marine Facilities project was developed in consultation with key stakeholders and the community, with the focus on improving access for people with disability to get on and off the ferries.
The existing Mandorah jetty will be maintained to provide continued ferry services to residents, visitors and recreational fishers while the project to deliver the new marine facilities is in construction.
Access to some sections of the Mandorah Jetty car park area may be restricted during the works and regular updates will be provided on any potential construction impacts.

The new Mandorah Marine Facilities include a new boat ramp, toilet facilities, car park upgrades and an improved experience for ferry users. Importantly, it will also provide better access for people with disabilities.
Benefits of the design include, delivering on the key priorities and general masterplan outcomes, and:
- creating a smaller footprint to work within existing geological features
- reduces environmental impact
- enables breakwaters to be built without dredging first
- floating pontoon is compliant with Disability Discrimination Act (DDA) and provides safe access for people with disability
- boat ramp located away from ferry berthing pontoon to separate the boat ramp traffic from ferry traffic
- boat ramp will have dedicated car parks separate to the general ferry terminal car parks, which allows for more disability access car parks near the ferry terminal
- ferry facilities are closer to the ferry terminal
- shortened access to the ferry via a direct path from terminal
- aligning the southern breakwater to provide calmer conditions for the ferry.
Navigation simulation has been successfully completed for the new marine facilities to ensure it is fit for purpose to suit a wide range of vessel types, including ferry vessels.
A scaled physical model of the design has been completed at the Manly Hydraulics laboratory to test the updated breakwater designs against a range of settings include cyclonic wave and tide conditions and ensure that the design is fit for purpose. The design passed the test for cyclonic wave and tide conditions.
