Delivered by Power and Water Corporation, the Manton Dam Return to Service project and construction of Stage 1 of the new Strauss Water Treatment Plant will boost our short term water supply by 2026.
Strauss Water Treatment Plant will add significant water treatment capability to Darwin’s water supply and is being delivered as part of the Darwin Region Water Supply Program.
The $190 million infrastructure investment will include:
- refurbishing the existing intake tower
- new pumping station and pipeline
- new water treatment plant located in Strauss.
Once operational, Manton Dam will supply an additional 7.3 gigalitres (GL) of water per year into the Darwin region water network.
Manton Dam will continue to be open to the community for recreation use. Power and Water Corporation will apply additional treatment measures to ensure the dam meets stringent drinking water quality standards. A recreation management plan for the reservoir will be developed.
Strauss Water Treatment Plant will expand capacity to treat water sourced from Darwin River Dam and Adelaide River Off-stream Water Storage, which will be delivered in Stage 2 of the Program.

Darwin Region Water Supply Program
As the Territory grows, having enough water for the future is critical – for people, agriculture, industry and the environment.
The Darwin Region Water Supply Program is a sustainable, long term infrastructure solution that will deliver safe and secure drinking water for Territorians, as well as enable economic growth and job creation through irrigated agriculture and industry expansion.
The Program is being delivered in collaboration with the Power and Water Corporation in two stages to supply 67.3 GL of additional water each year to the Darwin region.
Stage 1:
- Manton Dam Return to service
- Strauss Water Treatment Plant - Stage 1
- Adelaide River Off-stream Water Storage (AROWS): Project planning and approvals.
Stage 2:
- Construction and commissioning of AROWS (pending regulatory approvals and future investment decision).
Stage 1 of the Darwin Region Water Supply Program is jointly funded by the Australian Government’s National Water Grid Fund ($300.6 million) and the Northern Territory Government (over $26 million).
