Infrastructure NT works closely with the Northern Territory Government to identify the enabling infrastructure required to support private sector development. Infrastructure NT also represents the Northern Territory in national discussions to ensure our public infrastructure requirements have Australian Government and broader community support.
Aligning the Northern Territory Infrastructure Framework with the Infrastructure Australia Framework will streamline the process for including major projects on the Infrastructure Australia Priority List.

Louise McCormick plays an integral role in ensuring the Territory builds the strategic public infrastructure needed to deliver critical job creating projects in line with industry and population growth.
Chief Executive Officer McCormick led the development of a new Territory Infrastructure Framework, including a refocussed Infrastructure Strategy 2022 to 2030, Infrastructure Plan and Pipeline, and Infrastructure Audit to create an infrastructure ecosystem to support economic growth and secure the Territory’s economic future.
A multi-award winning engineer, Louise is the Northern Territory’s national advocate when it comes to infrastructure projects. Louise works with Australian Government agencies, including Infrastructure Australia, to secure funding and deliver nationally significant infrastructure projects in the Northern Territory.
Louise McCormick works with investors to understand their specific enabling infrastructure needs to provide the certainty and right foundations to choose the Territory as their investment location of choice.

Giovina D’Alessandro

Giovina supports the Infrastructure Commissioner to manage and deliver strategic enabling infrastructure to boost economic development and grow our population in the Territory.
Fulfilling many strategic leadership roles during her 20 plus year career with the Northern Territory Government, Giovina has led complex infrastructure and industry reform projects including the Future of Jabiru and Kakadu Project with Investment Territory and Ship Lift and Marine Industries Facility Project in the Department of Chief Minister and Cabinet.
Completing her Bachelor of Laws at the Northern Territory University and an Executive Master of Public Administration, Giovina is a graduate of the Australian Institute of Company Directors.
Born in the Territory, Giovina has lived in Darwin and Alice Springs and is committed to working on projects that help the future prosperity of the Territory.
Daniel Cameron
Executive Director
Daniel leads one of the largest infrastructure projects in the Northern Territory, heading up the Middle Arm Sustainable Development Precinct.
Starting his career as a consultant civil engineer in South East Queensland, Daniel worked as an engineering consultant in his home town of Darwin across several residential, commercial, industrial and infrastructure development projects as well as a construction contractor on significant process plant and infrastructure projects.
Working with the Northern Territory’s strategic land developer, the Land Development Corporation, Daniel delivered the first stage of the Kittyhawk development at Middle Arm.
After growing up and going to school in Alice Springs and Darwin, Daniel pursued a career working on strategic infrastructure projects in the Territory and became Project Director of the Middle Arm Sustainable Development Precinct in 2023.
Shane Dahlhelm

Shane manages project development, design, procurement and contract management for major infrastructure projects and provides strategic and policy advice to Northern Territory Government agencies, executives and the Infrastructure Commissioner.
Shane has worked in civil and marine construction sectors for more than 37 years in the Northern Territory, Western Australia and the United Arab Emirates. He has a range of experience and professional qualifications in technical and engineering disciplines, governance and business, including a Post Graduate Degree in Business – Public Sector Management Program.
After moving to the Territory in the 1980s, Shane is passionate about delivering quality infrastructure to support economic development for Territorians and local industry sectors.
Leanne Taylor
Senior Director
Leanne supports the Infrastructure Commissioner with infrastructure systems reforms to deliver infrastructure in the right place and the right time for the Northern Territory Government. As part of the initial team that established the Territory’s first Infrastructure NT body, Leanne leads the delivery of the Civic and State Square revitalisation project in Darwin, including the new art gallery, as part of the City Deals program.
Leanne has more than 19 years of experience in planning and delivering social infrastructure for the Northern Territory Government and has a range of qualifications in social sciences, public administration, public service executive management, consultation and legal studies.
Leanne is passionate about place-based planning and creating a sustainable future to improve the liveability of the Territory for everyone.
Paula Timson
Senior Director, Strategic Infrastructure Policy and Planning
Paula provides leadership and comprehensive support across all levels of government to influence infrastructure policy and planning decisions. As part of the initial team that established the Territory’s first Infrastructure NT body and as the lead in delivering the NT Infrastructure Framework, Paula ensures a holistic, cohesive and contemporary approach to delivering the Northern Territory Government’s goal to create a sustainable and diverse $40 billion economy by 2030.
Paula has worked in the Northern Territory public sector for 35 years in a range of portfolios including tourism, transport, lands planning and infrastructure. With her expertise as a Department Liaison Officer with the Minister’s office and executive leadership roles, Paula’s experience spans across research and development, marketing and communication, national policy and legislative reform and strategic infrastructure planning.
Arriving in the Territory in 1988, Paula is passionate about the role infrastructure can play in not only industry and economic development but also community development.
Evan Tyrrell
Executive Director, Enabling Infrastructure

With over 20 years of experience in the Northern Territory public sector, Evan has extensive and detailed knowledge of project development in the Territory, in particular, understanding the unique challenges we face.
Evan has tertiary qualifications in management and has managed a range of government facilitated projects and programs such as the Northern Territory Legacy Mines Program.
Evan has a passion for projects that can make a difference to the community with a focus on making sure Darwin has enough water for the future.
